There are a couple reasons why messaging may be disabled.
1. You may have reached the maximum number of messages that you are allowed to send in a day.
2. You have been sending many messages and the system detected it as spam.
If this is the case, you will see the message:
Message was not delivered. You cannot create new conversations. Contact Support.
